New Business Manager

£50,000.00 to £55,000.00 per year (dependent on experience)

Growth Hubs are a part of the work undertaken by the 'Cities and Local Growth Unit' in the Department of Business, Energy and Industrial Strategy (BEIS); to co-ordinate and simplify business support within Local Enterprise Partnerships (LEPs). The New Business Manager will lead the process of change currently underway around how business support is managed and delivered. The post is hosted by the Black Country Consortium Ltd on behalf the Black Country LEP and the Black Country Joint Committee.

The Black Country LEP has set itself ambitious challenges to increase productivity in the region, through investment in skills, innovation, infrastructure and more. The New Business Manager will play a key part in ensuring an effective and sustainable business support ecosystem across the Black Country. Much of that ecosystem is already in place and the aim is now to deliver a step-change with regards to the scope, scale and benefits of the current Black Country Business Growth Hub model.

Critical to success will be an integrated approach to regional and national support for all stages of business growth: entrepreneurs and start-ups, strategic businesses, small and medium sized enterprises and inward investors. The post holder will ensure that the business support ecosystem is understood by internal and external partners as well as businesses, they will also influence the business support offer at the West Midlands Combined Authority (WMCA) level and wider Midlands Engine (where appropriate).

The post holder will work closely with the core partners: the Black Country Local Enterprise Partnership (BC LEP) and Consortium, the University of Wolverhampton, the Black Country Chamber of Commerce and the four Local Authorities of Dudley, Sandwell, Walsall and Wolverhampton to understand and influence their business support activities to ensure alignment and maximum economic benefit. Partnership activity will also encompass working with the wider Growth Hub network, external providers of support and the Department of Business, Energy and Industrial Strategy (BEIS).

The post holder will be required to oversee the management of BEIS-funded elements of the Growth Hub in accordance with the Accountable body, the Black Country LEP’s procedures and the BEIS funding agreement.

Main Responsibilities

  • Strategic engagement: Ensure that the business support ecosystem is understood by internal and external partners as well as businesses and that it meets the needs of individuals looking to start businesses and existing businesses in the Black Country. Influence the business support offer at the West Midlands Combined Authority level and wider Midlands Engine where appropriate.
  • Management and co-ordination: Map and engage with the business support ecosystem for the Black Country to ensure that Growth Hub activities and funding streams are fully aligned to achieve maximum economic impact. This will include ensuring that the Growth Hub Governance Boards receive timely, robust reports on progress and performance in line with DHCLG, BEIS and partners’ requirements.
  • Lead the development and implementation of a robust intelligence gathering framework: Ensure a clear focus on finding out what works best in terms of business support across the ecosystem, so that the return on investment is better understood by partners. This will inform the design of future work, commissioning partner led activity and developing common methods of working; not only to shape ongoing activity at the Black Country and wider Combined Authority level, but also to inform Government and influence policy direction.
  • Lead on project management for the BEIS funded element of the Growth Hub: Ensure that the BEIS funded element is in accordance with the BEIS funding agreement and Accountable Body processes. This will involve the use of the Black Country Consortium’s project management system to monitor performance, capture risks and issues, manage performance of delivery partners, manage project finances, oversee preparation, collation and submission of accurate and timely claims in accordance with BIS requirements.
  • Increase and enhance business engagement activity: Lead the overall marketing and promotion of the Growth Hub and ensure with partners the development of business engagement activity to increase the reach of the business support ecosystem. Develop the triage and brokerage activity so that enquiries are driven to the most appropriate solution e.g. self-help and web-based solutions; telephone helpline; diagnostic and more intensive support needed to ensure growth. Evaluate the effectiveness of this service and seek to make improvements to meet business demand and expectations.
  • Develop supply chain and sectoral initiatives: Ensure that all officers and partners involved in the delivery of the Growth Hub better understand the needs of larger businesses and the opportunities and challenges this creates for local SMEs.
  • To further exploit and develop the supply chain mechanisms and tools which are already in place and to ensure maximum local business benefit from major projects such as HS2.
  • Ensure that the future trends in our key growth sectors are understood and informs the design and evaluation of future business support programmes and to support the Growth Hub Strategic Board in negotiating opportunities for pilot programmes in areas of business opportunity.
  • Develop, alongside partners, an effective approach to smart specialisation and the development of the innovation ecosystem for the Black Country.
  • Partnership working and sustainability: Work closely with partners, prepare the evidence and secure funding streams to ensure the on-going development and sustainability of the Black Country Growth Hub.
  • Commissioning/Procurement: Commission specific work and research to support the delivery of Growth Hub objectives, as and when required in line with funders’ rules and regulations.
  • Events: Organise and deliver a series of targeted events to support businesses and promote the Black Country Growth Hub, developed in collaboration with the Delivery Board.
  • Resource management: Manage activities within allocated funding, in accordance with standing orders and regulations, and take corrective action in order to achieve a balanced budget. Prepare regular monitoring reports for funders and the Delivery Board.
  • Maximise external funding contributions towards the delivery of projects and programmes.
  • Manage a small team of staff in line with requirements.

Travel around the Midlands is required.
